The book by Ivan Fedorovich Afremov (1794-1866), a local historian and freemason, is dedicated to «the dearest homeland, the honorable nobility, the distinguished merchants and fellow citizens of Tula province». The book was published at the author’s expense in 500 copies.
In 1856 the Governor of Tula P. M. Daragan sent letters to writers, who lived in Tula, with the proposal to donate their works to the Tula Provincial Public Library. When I. F. Afremov had to refuse the governor’s request, as a censorship ban was imposed on his book, P. M. Daragan asked the Ministry of Public Education to lift the ban. In gratitude, I.F. Afremov donated 300 copies of his publication to the provincial library so that the proceeds from its sale could be used to open a library.
