He was particularly interested in lotteries and games of chance - are they legal? Who benefits from the fees collected? In his opinion, "these houses give rise to the most indecent scandal and the most shameful immorality" and should be closed. "The way in which these houses have been set up, the way in which this fee has been levied without your authorisation, seems to me to be as contrary to the rules of administration as the very existence of these houses is to those of good order and morality".
