‘My Lord, I have the honor of reporting to Your Excellency that the 27th and 28th of this month were devoted to the 6th division to celebrating the birth and feast of our august emperor Napoleon...' Philippe Romain Ménard was a French general of the Revolution and Empire. Appointed Chevalier de la Légion d'Honneur on December 12, 1803, he was elevated to Commandeur de la Légion d'Honneur on June 14, 1804. He was retired by decree on June 25, 1806. His name appears under the Arc de Triomphe de l'Étoile, 25th column.
