The purpose of the Conference was to discuss the project for the establishment of the State Duma, proposed on behalf of the Council of Ministers by the Minister of the Interior A.G. Bulygin. Participants included, in addition to Nicholas II, five Grand Dukes, members of the State Council, members of the Council of Ministers, and Professor V.O. Klyuchevsky (as an academic expert). The protocols were not intended for publication, but were issued in the same year (1905) in Berlin by the leader of the Constitutional Democratic Party, P.N. Milyukov.
These secret protocols remain a principal source on the discussion of the so-called ‘Bulygin Duma’ and are of considerable historical importance.
