General Count Fyodor Fyodorovich Buxhoeveden (Friedrich Wilhelm Graf von Buxhoevden) (1750-1811), commander-in-chief of the Russian forces during the Russo-Swedish War of 1808-1809, wrote a sharply worded and expansive letter, to the Minister of War, Count A.A. Arakcheev. The letter openly challenges Arakcheev’s authoritarian conduct, pointing out its inappropriateness and overreach. The letter resonated throughout Russia, it was copied and circulated.
