He sent him a copy of "a Memorandum written by Mr Tupinier, Director of Shipbuilding" on the dimensions to be given to warships. "‘The issues addressed in this paper are of great importance to the Navy’. In return he asked for his thoughts on the subject. [This is the important report by Baron Jean Tupinier (1779-1850) on the construction of ships and frigates in the Royal Navy shipyards]. Gaspard de Clermont-Tonnerre, 5th Duke of Clermont-Tonnerre, was a French military officer and politician.
