In French. 3pp. 20 x 12,5 cm written in black ink on 1 folded sheet, black header, royal crown and mention «Pavillon d’Ostende». Traces of folds inherent to the mailing, a small tear in the left-hand margin of the 3rd page without affecting the text, soiling on 1st page, otherwise good condition.

Victor ARNOULD (1838-1894). Belgian lawyer, journalist and politician.
In the radical milieu, Arnould distinguished himself by the campaign he led in favour of the colonial enterprise. In the columns of his newspaper, he supported the granting of a loan from Belgium to the independent state. Leopold II will publicly show him the interest he takes in this unexpected support.
